Felt Garage Roof Leaking

I have a leak in my garage roof the water is coming through and slowly rotting one of the main beams.

No flame bitumen sealer over whats there already or does the whole lot have to come up and a fresh set of 3 felting layers applied. Tj it s probably the wind that has been driving the rain up under the roof tiles. There may be a hole in the felt at some point or the wind has been strong enough to drive the water up above the overlap join on the felt.
